Inclusive public spaces for women and children are essential in supporting the quality of urban life. However, in practice, there remains a gap between the existing physical conditions of public spaces and users’ needs and expectations. This study aims to evaluate the level of inclusivity of public spaces for women and children and to identify intervention priorities based on the gap between existing conditions and the public space design expected by users. The study was conducted in three public spaces in Manado City: Malalayang Beach Walk, Manado God Bless Park, and the Tugu Lilin Area. A quantitative approach was employed by integrating field observation results using Problem-Based Scoring (PBS) with public perceptions collected through a Likert-scale questionnaire. The findings reveal a significant disparity between the objective conditions of public spaces and users’ perceptions of inclusive public spaces for women and children. The Tugu Lilin Area shows the highest level of disparity and intervention urgency, followed by Manado God Bless Park, while Malalayang Beach Walk exhibits a relatively lower level of problems. These findings emphasize the importance of integrating objective and subjective approaches in the evaluation and planning of public spaces. This study is expected to serve as a basis for policymaking and for formulating design recommendations for more responsive and inclusive public spaces for women and children.
